Bulk water charges in the dairy industry: A case study of interstate basins in Minas Gerais, Brazil Ciência Rural
Lima,Luiz Paulo de; Spletozer,Aline Gonçalves; Jacovine,Laércio Antônio Gonçalves; Carvalho,Antonio Fernandes de.
ABSTRACT: Water is an essential input for any agribusiness, used for various purposes such as hygiene procedures, heat exchangers and beverage formulation. Water charging, regulated in Brazil by the National Water Resources Policy (Federal Law 9.433/97), is an important issue for the food industry, since it may change the profile of food production costs. Thus, this article aimed to estimate the price increases in the dairy industry from the use of water charging and evaluate the potential benefit of this collection, comparing it to some planned investments in basins plans. We used a case study of a dairy that produced 1 t/d of mozzarella cheese in the state of Minas Gerais. Results indicated that water charging among the basins with current collection...

Evaluation of an indicator for water yield in a watershed of Alto Rio Grande Region, State of Minas Gerais , Brazil REA
Mattos,Roberto de; Silva,Antônio M. da; Coelho,Gilberto; Mello,Carlos R. de; Rezende,José L. P. de.
The Brazilian Law stipulates that water is a limited natural resource doted of economic value, thus it is necessary to develop mechanisms for its adequate management. Actions that encourage the farmers to apply soil conservation practices with the purpose of increase water yield from springs and to promote improvement of its quality, reducing production of sediment transportation, is being encouraged by governments, even with financial compensation for owners. From these assertions, this study aims to quantify the benefits of the conservation actions of the management units and to characterize a Water Yield Indicator (WYI) to support sustainable actions in the watershed of Alto Rio Grande region, in the state of Minas Gerais (MG). To assess the impact of...

Exploring the Promise of Actor Analysis for Environmental Policy Analysis: Lessons from Four Cases in Water Resources Management Ecology and Society
Hermans, Leon M.; Delft University of Technology; l.m.hermans@tudelft.nl.
A persistent challenge for the development of well-informed and sound environmental policies is to improve the connection between environmental experts, decision makers, and other involved actors. Answers are sought in processes for social learning and adaptive co-management that engage experts, decision makers, and local actors in an interactive way of policy making. The preparation and organization of such interactive processes is usefully supported by actor analysis, which can help to identify the main actors to be involved in environmental policy making, to locate useful local knowledge, to identify potential conflicts, and to assess the feasibility of different policy measures. I explored the promise that actor analysis holds to support environmental...

Groundwater resources in Brazil: a review of possible impacts caused by climate change Anais da ABC (AABC)
Hirata,Ricardo; Conicelli,Bruno P..
Groundwater has a strategic role in times of climate change mainly because aquifers can provide water for long periods, even during very long and severe drought. The reduction and/or changes on the precipitation pattern can diminish the recharge mainly in unconfined aquifer, causing available groundwater restriction. The expected impact of long-term climate changes on the Brazilian aquifers for 2050 will lead to a severe reduction in 70% of recharge in the Northeast region aquifers (comparing to 2010 values), varying from 30% to 70% in the North region. Data referring to the South and Southeast regions are more favorable, with an increase in the relative recharge values from 30% to 100%. Another expected impact is the increase in demand and the decrease in...

IMPACT OF LAND USE CHANGE ON THE WATER BALANCE IN A REPRESENTATIVE WATERSHED IN THE SEMIARID OF THE STATE OF PERNAMBUCO USING THE SWAT MODEL REA
Fontes Júnior,Robertson; Montenegro,Abelardo.
ABSTRACT The Brazilian semiarid region present high rainfall variability and long dry periods. Thus, the main springs and streams are generally intermittent, and both native vegetation and human activities have a strong influence on hydrological processes and the water yield in the watershed. The aim of this study was to investigate the impacts of reforestation of the arboreal Caatinga on the availability of water in a representative basin of the Northeast semiarid with strong anthropic influence, considering a period of severe water scarcity from 2012 to 2015, using the SWAT model as a management tool. The SWAT model successfully simulated the flow hydrograph for the period from 2000 to 2015, with Nash-Sutcliffe (NS) efficiency coefficient of 0.77 and...

Many current water planning and management problems are riddled with high levels of complexity, uncertainty, and conflict, so-called “messes” or “wicked problems.” The realization that there is a need to consider a wide variety of values, knowledge, and perspectives in a collaborative decision making process has led to a multitude of new methods and processes being proposed to aid water planning and management, which include participatory forms of modeling, planning, and decision aiding processes. However, despite extensive scientific discussions, scholars have largely been unable to provide satisfactory responses to two pivotal questions: (1) What are the benefits of using participatory approaches?; (2) How exactly...

Integrated Water Resources Management for Sustainable Irrigation at the Basin Scale Chilean J. Agric. Res.
Billib,Max; Bardowicks,Karin; Arumí,José Luis.
The objective of this paper is to review the state of art on integrated water resources management (IWRM) approaches for sustainable irrigation at the basin scale under semi-arid and arid climatic conditions, with main emphasis on Latin America, but including case studies of other semi-arid and arid regions in the world. In Latin America the general concept of IWRM has proved to be hard to implement. Case studies recommend to develop the approach from lower to upper scale and oriented at the end-user. As IWRM is an interdisciplinary approach and used for very different objectives, the main emphasis is given to IWRM approaches for sustainable irrigation and their environmental aspects. The review shows that in Latin America the environmental impact is...

Modis time series for irrigated-area mapping in hydrographic basins of the Brazilian Northeastern region PAB
Ide,Andre Keiiti; Baptista,Gustavo Macedo de Mello.
Abstract: The objective of this work was to evaluate the applicability of time series of the enhanced vegetation index (EVI), from the moderate resolution imaging spectroradiometer (Modis), in the mapping of irrigated areas in the Northeastern region of Brazil. Annual time series from 2006 to 2015 were classified with the iterative self-organizing data analysis technique (Isodata) algorithm, generating a binary map of irrigated and nonirrigated areas for each year. In the Sertão region, the classification showed an average kappa coefficient of 0.66, underestimating the irrigated area by 7.6%, compared with data of the 2006 agricultural census. In regions more humid than the Sertão, such as Agreste and Zona da Mata Nordestina, the methodology showed...

Performance of the SSEBop model in the estimation of the actual evapotranspiration of soybean and bean crops PAB
Paula,Adriano Cesar Pereira de; Silva,Cícero Lopes da; Rodrigues,Lineu Neiva; Scherer-Warren,Morris.
Abstract: The objective of this work was to evaluate the performance of the operational simplified surface energy balance (SSEBop) model in the estimation of the actual evapotranspiration (ETa) of soybean and bean crops irrigated by a central pivot. The model estimates were obtained from digital images of the Landsat 7 and Landsat 8 satellites, and were compared with the ETa obtained by the Bowen ratio method. The model was evaluated by the refined agreement index (dr), root mean square error (RMSE), and mean bias error (MBE). The model’s performance in the estimation of the ETa was classified by the performance index (Pi). The relationship between the estimates of the model and the Bowen ratio method showed correlation (r=0.94) and agreement (dr=0.82),...

Climatic hazards such as floods and droughts have always been a primary matter of concern for human populations. Severe floods damage settlements, transport networks, and arable land. Although devastating droughts are harmful primarily for agriculture and terrestrial ecosystems, they can also lead to local water supply shortages. Despite significant achievements in science and technology and success stories in environmental management in the 20th century, people still continue to suffer the consequences of climate hazards worldwide. This paper provides an overview of existing practices for coping with floods and droughts, compares strategies in different river basins, and outlines the areas that need improvement. First, the existing protection measures and...

Reference evapotranspiration based on temperature in Minas Gerais state, Brazil Ciência e Agrotecnologia
Pinheiro,Marcus André Braido; Oliveira,Aline Lílian Marques; Borges Júnior,João Carlos Ferreira; Oliveira,Evandro Chaves de; Carvalho,Luiz Gonsaga de.
ABSTRACT In the last decades, the areas of irrigated crops in the state of Minas Gerais have grown considerably, contributing to increase agricultural production in the country. Among the techniques of irrigation management, the determination of the water consumption by the plants is based on the reference evapotranspiration (ET0), the objective of this work was to evaluate and calibrate the Hargreaves-Samani (HS) method and a Proposed Method (MP) against the standard Penman-Monteith-FAO method (PM-FAO) for the state of Minas Gerais. For that, data from 52 conventional meteorological stations of the National Institute of Meteorology (INMET) were used. ET0 was estimated by the methods cited including the Hargreaves-Samani calibrated method (HScal) based on...

REGIONALIZATION OF MAXIMUM AND MINIMUM FLOW IN THE TELES PIRES BASIN, BRAZIL REA
Lopes,Tárcio R.; Zolin,Cornélio A.; Prado,Giuliani do; Paulino,Janaína; Almeida,Frederico T. de.
ABSTRACT In a watershed there is space and climate variability within its catchment area, causing changes in water qualitative and quantitative characteristics. Thus, the hydrological data collected from a specific basin may be extrapolated to neighboring basins with similar physical characteristics, using techniques of hydrological regionalization. This study developed the flow regionalization in the Teles Pires Basin, using historic series and probabilistic models to verify the data adherence through the regression equations adjustment according to the hydrologically homogeneous regions. The linear and power regression models were tested, employing physical and climatic characteristics and then the best adjustments were selected based on coefficients of...

Risk analysis in the spillway of dam Orós by excess of influent flow Anais da ABC (AABC)
Goes Filho,Adbeel.
This paper presents the practical application of concepts, and some methods of risk analysis, to check the possibility of overcoming a water level of project in the spillway of dam Orós, by excess of influent flow. Also evaluated the empirical formulas contained in the original design. Due to the difficulty of obtaining design data from the dam, since the end of construction date of January, 11, 1961, we minimize the effects of some variables in the calculations, leading us to the consequent simplification of the scenario under study. For a better evaluation and characterization of the setting, some variables in the model such as water level, accumulation and flow of the spillway, had updated their data to June 28, 2011. We have demonstrated the importance...

Software for calculation of reservoir active capacity with the sequent-peak algorithm REA
Silva,Rogério T. da; Sánchez-Román,Rodrigo M.; Teixeira,Marconi B.; Franzotti,Celso L.; Folegatti,Marcos V..
It is presented a software developed with Delphi programming language to compute the reservoir's annual regulated active storage, based on the sequent-peak algorithm. Mathematical models used for that purpose generally require extended hydrological series. Usually, the analysis of those series is performed with spreadsheets or graphical representations. Based on that, it was developed a software for calculation of reservoir active capacity. An example calculation is shown by 30-years (from 1977 to 2009) monthly mean flow historical data, from Corrente River, located at São Francisco River Basin, Brazil. As an additional tool, an interface was developed to manage water resources, helping to manipulate data and to point out information that it would be of...

Stakeholder Preferences for Water Management Alternatives in the Red River Basin AgEcon
Torpen, David R.; Hearne, Robert R..
Effective and efficient water management implies understanding the wants and desires of the human populations through its key stakeholder groups. As a valuable resource that involves many regulating and managing players, the Red River of the North basin is an excellent case for studying stakeholder preferences and presenting them to involved managers. The primary goal of this research was to analyze stakeholder preferences for hypothetical Red River basin fresh water management alternatives. Specific objectives included comparing preferences across key stakeholder groups and estimating residents’ willingness to pay for additional water management programs. Initial experts’ and focus group meetings were used to select appropriate attributes and...

STREAMFLOW REGIONALIZATION IN PIQUIRI RIVER BASIN REA
Araujo,Fernanda C.; Mello,Eloy L. de; Gollin,Gisele M.; Quadros,Luciana E. de; Gomes,Benedito M..
ABSTRACT The objective of this study was to regionalize 7-day 10-year low flows, long-term annual mean, and 90% and 95% permanence flows from Piquiri (PR) river basin. The following regionalization methods were adopted: Traditional, Linear interpolation, Chaves, Modified linear interpolation, and Modified Chaves. The equations obtained by the Traditional method, adding main river length or drainage density as independent variables, significantly improved R2 equations value. Streamflow forecasting by Linear Interpolation and Chaves methods were as good as those provided by the Traditional Method, thus, these methods could be applied to Piquiri River basin, especially when drainage area is the only available spatial information.

Water Management on the Island of IJsselmonde 1000 to 1953: Polycentric Governance, Adaptation, and Petrification Ecology and Society
Mostert, Erik; Delft University of Technology; E.Mostert@TUDelft.NL.
One of the central tenets of adaptive management is polycentric governance. Yet, despite the popularity of the concept, few detailed case studies of polycentric governance systems exist. In this paper, we aim to partly fill this gap. We describe water management between the years 1000 and 1953 on the Dutch island of IJsselmonde in the Netherlands near Rotterdam, and then use this case to reflect on the theory of polycentric governance. Despite the small size of the island, water management on IJsselmonde was the responsibility of no fewer than 31 local jurisdictions and some 65 polders. In addition, some supra-local arrangements were made, such as joint supervision of dikes. According to the theory, such a polycentric system should have many advantages...
